We consider methods of obtaining local lower bounds on characteristics of quantum (correspondingly, classical) systems, i.e. lower bounds valid in the trace norm ϵ-neighborhood of a given state (correspondingly, probability distribution). The main attention is paid to infinite-dimensional systems.
