We present a universally verifiable voting protocol and establish its completeness, soundness and secrecy properties. The protocol supports voter-verified accountability and provides complete guarantee that votes are cast as intended and counted as cast. Its correctness is independent of the hardware and software implementation and can be established solely from the output at various stages. The protocol is scalable and efficient.
