Position Overview:

The primary function of the Technical Project Manager / Scrum Master is to support the delivery of IT projects and releases, and to work with application support teams on the process of deploying changes to enterprise class applications and their infrastructure in line with project milestones, agile cycles, and key business event.  The Technical Project Manager collaborates with Technical Managers, Functional (Business) Managers, software developers, business analysts, and infrastructure support teams to manage projects and to schedule and execute releases, and acts as a change agent and driving force within the Data Management Services (DMS) Agile Framework.

 
Principal Duties and Responsibilities:
  • Define and implement agile tools and processes for DMS service management to deliver quality applications and customer support, and reduce unplanned work.
  • Lead project teams and operational resources in the delivery of mission critical DMS projects and product releases.
  • Create and manage the full range of the project management lifecycle including discovery, initiating, planning, executing, monitoring and controlling, and closing
  • Create and manage project plans, schedules, resource plans, RACI matrices, communications plans and other key PM deliverables for projects and product releases.
  • Create and implement release processes that help coordinate implementation activities to bring new software releases and/or patches into development, test, stage, and production environments.
  • Create outstanding practices to ensure implementation plans, status, and issues are effectively communicated to key stakeholders within and beyond the Harvard IT community.
  • Prepare implementation plan and review with project teams and stakeholders, including contact lists, communication plan, back out strategies, and production verification
  • Execute implementation plan during release / cut-over events, including communicating status to stakeholders and team members.
  • Evaluate and assess metrics and project effectiveness
  • Ensure accurate and timely reporting; prepare specialized and ad-hoc reports
  • Gather and coordinate post-implementation issue resolutions and communication.
  • Identify opportunities for automation in the release management process and lead the adoption of continuous integration and DevOps.
  • Ensure that project and releases adhere to proper IT controls and required documentation is in place; work closely with internal and external auditors.
  • Apply Harvard University’s IT technical standards and best practices
  • Facilitate release process continuous improvement and automation sessions.
  • Abide by and follow the Harvard University IT Code of Conduct
  • Manage other projects at the discretion of the Associate Director and Department Leadership.

Typical Core Duties

  • Perform the full range of the project management lifecycle: discovery initiating, planning, executing, monitoring and controlling, and closing
  • Develop detailed plans, schedule, project estimate, and resource plan
  • Ensure adherence to quality standards and review project deliverables
  • Manage the integration of vendor tasks and track and review vendor deliverables
  • Provide technical and analytical guidance to project team
  • Recommend and take action to direct the analysis and solution of problems; revise, as appropriate, to meet changing needs and requirements
  • Evaluate and assess metrics and project effectiveness
  • Ensure accurate and timely reporting; prepare specialized and ad hoc reports
  • Absorb and leverage project related technology to ensure effective project management and collaboration
  • Leverage steering and executive committees for decision-making, change management, and communications
  • Advise unit/school regarding post project operations
  • Provide training to clients/staff
  • Apply Harvard University’s IT technical standards and best practices
  • Abide by and follow the Harvard University IT Code of Conduct

Basic Qualifications

  • Minimum of seven years’ post-secondary education and/or relevant work experience
  • Demonstrated cross-functional project management experience

Additional Qualifications

The following qualifications are preferred:

  • Knowledge of Microsoft Office Suite, advanced Excel skills
  • Knowledge of information technology applications, processes, software and equipment
  • Knowledge of advanced IT project management principles (e.g. Agile) and software; certified PMP and/or Scrum Master a plus
  • Demonstrated team performance skills, service mindset approach, and the ability to act as a trusted advisor
  • Attitude that supports an Agile working environment
  • Solid understanding of multi-tiered enterprise architectures, Data Warehouses, and ERP systems
  • Fluency in ITIL/ITSM best practices
  • Familiarity with ServiceNow, JIRA, GIT, Subversion, Jenkins and other tools used in the release process
  • User-focused, collaborative, innovative, open
  • Strong organizational skills with the ability to handle detail and to see the big picture at the same time
  • Track record of design and development of streamlined processes, with examples of how they were implemented, followed and improved
  • Experience with DevOps
  • Experience with Amazon Web Services

Certificates and Licenses

  • Completion of Harvard IT Academy Project Management Foundations course (or external equivalent) preferred
  • PMP or other relevant certification and experience preferred, e.g., Scrum Master
